i dont think there should be a priority list of any kind. my suggestion is a cap hit
ex: a GM bids on three players and wins all three bids. the problem is is that the 2nd bid and 3rd bid puts him over the cap. the Gm would win the 1st player and would lose out on the 2nd and 3rd player. the players from the 2nd and 3rd bid would go to the next highest bidder and the GM who won the 3 initial bids would receive a cap hit for the 2 violations that initially put his/her over the cap
1st offense: total cap x .005 2nd offense: total cap x .010
ex: 1st offense $160,000,000 cap x .005= $800,000 cap hit total team cap would be reduced to $159,200,000
2nd offense $160,000,000 cap x .010= $1,600,000 cap hit total team cap would be reduced to $157,600,000 ($800k for 1st offense and $1.6m for 2nd offense) we need to have 2 or 3 people to monitor caps though. harris cant be expected to do it all.
and you should not be able to drop someone once the bids are won. that is the chance you take

I like what you're saying, but I believe harsher penalties need to be given out. Also, I believe the next highest bidder should become the highest bidder, but the 24 hours should be reset.
