MLB Player Draft
A 3 round annual draft of non-rostered minor leaguers will be held following the 2010 season. The date the draft will start will be the first week of January. The draft order will be based on the inverse of the standings from the previous season, with the bottom 5 teams entering a lottery to determine the order. This will not be a snake ordered draft. All minor league player's salaries will likely be at the minimum, however, we will still use Cot's as a reference for signed minor leaguers (signing bonuses do not count in Home Plate). Keep in mind; minor leaguers if placed on the 10-Man Minor League Roster do not count against the salary cap unless their contract's AAS is 1 million or higher; or they are promoted to the 40-Man Major League Roster. This draft is for minor leaguers only. All minor leaguers who were drafted in June will be eligible to be drafted, along with any international player who comes over mid-season. No player who has entered prospect status may be drafted, only signed through Free Agency.
Draft picks cannot be traded under any circumstances; however, they can be moved based on restricted free agent signings. If a team signs a restricted free agent away from another team, they must give up their second round pick to that team as compensation (no first round picks are moved). If a team signs two restricted free agents, they lose both their second and third round picks. To determine which team gets which pick, the team that loses the player signed to a higher AAS will get the second round pick, while the other team would get the signing team’s third round pick. If the AAS of both restricted free agent signings is the same, then the compensation picks will be determined by which team allowed the signing team to sign the plaer first. Because teams only have two draft picks to give up, they can only sign two restricted free agents a year.
